AIR FORCE ANNOUNCES 2003 FORCE STRUCTURE CHANGES
March 22, 2002

Today the U.S. Air Force announced its force structure changes for Fiscal Year 2003. The force structure changes result in a total increase of 470 positions, 299 military authorizations, 142 civilian authorizations, and 29 drill authorizations.

This announcement specifies the force structure changes experienced by the Total Force-active duty, Guard, and Reserve. Prior to making any decisions concerning a major movement of forces, the Air Force will fully comply with the spirit and requirements of the National Environmental Policy Act (NEPA).

In reference to manpower authorizations, “military” equates to full-time active duty, Air Force Reserve Command (AFRC), or Air National Guard (ANG) authorizations. “Drill” indicates part-time AFRC or ANG authorizations. “Civilian” refers to federal civil service, AFRC technician, or ANG technician authorizations.

ALASKA
Clear AFS – The 13th Space Warning Squadron will convert four military authorizations to civilian in the Fire Department.

Elmendorf AFB – The 611th Air Control Squadron will transition its mission to the Air National Guard starting in FY03. The 3rd Contracting Squadron will lose seven military and three civilian authorizations due to a change in workload. The 3rd Medical Group will lose 16 military and two civilian authorizations in support of other higher priority command-wide medical requirements. The 3rd Security Forces Squadron will lose 13 military authorizations due to a transfer to Andersen AFB. The 3rd Services Squadron will lose eight civilian authorizations due to the library converting to a nonappropriated fund function. The 3rd Comptroller Squadron will gain five civilian authorizations due to a change in workload. The 381st Intelligence Squadron will lose one military authorization due to Crew manning adjustments. Other minor actions result in an increase of six military and six civilian authorizations. Total impact is a decrease of 31 military and two civilian authorizations.

ARIZONA
Davis-Monthan AFB – The 355th Wing will lose six EC-130E (Airborne Battlefield Command & Control Center, ABCCC) aircraft resulting in a reduction of 506 military and six civilian positions. The 355th Wing will convert six OA-10 aircraft to A-10 resulting in an increase of 16 military authorizations. The 355th Contracting Squadron will lose eight military positions due to workload changes. The Aerospace Maintenance and Regeneration Center reduces 12 civilian positions as a result of workload adjustments. Other minor actions result in an increase of one military position. Total impact is a loss of 497 military and 18 civilian authorizations.

Luke AFB – The 56th Fighter Wing gains 151 military positions due to increased aircraft maintenance workload. The 56th Support Group gains one military position to stand up a First Term Airman Center. The 56th Component Repair Squadron will lose 12 military positions as a result of decreased workload. Total impact is an increase of 140 military authorizations.

ARKANSAS
Little Rock AFB – The 314th Airlift Wing gains 77 military authorizations due to increased aircraft maintenance workload and one military authorization to stand up a First Term Airman Center. Detachment 3, Air Mobility Command (AMC) Air Operations Squadron, will gain two military positions for the C-130J simulator test transition from Keesler AFB. The 463rd Airlift Control Squadron will lose 42 military positions due to the Air Mobility Operations Group consolidation of command & control. The 463rd Operations Support Squadron will lose one military position for the Command & Control Information Processing System conversion to Global Decision Support System II. Total impact is an increase of 37 military authorizations

CALIFORNIA
Beale AFB – The 9th Reconnaissance Wing will gain two Global Hawks resulting in an increase of 72 military and four civilian positions. The 9th Contracting Squadron will gain one military and three civilian positions due to workload adjustments. Other minor actions result in an increase of three military positions. Total impact is an increase of 76 military and seven civilian authorizations.

Edwards AFB – Air Force Flight Test Center (AFFTC) converts 59 military authorizations to civilian as a result of internal organization changes and realignments, 95th Transportation Squadron will lose 70 military positions as a result of workload realignments. Total impact is a decrease of 129 military and an increase of 59 civilian authorizations.

Travis AFB – The 60th Supply Squadron will lose 14 military positions due to workload adjustments. The 615th Air Mobility Operations Group will gain 23 military positions and the 60th Aircraft Generation Squadron will gain 20 military positions due to a realignment of mobility maintenance specialists. Total impact is an increase of 29 military authorizations.

FLORIDA
Eglin AFB – The 728th Air Control Squadron will gain 50 military positions due to a command restructure of the air control mission and one military position for Airborne Battlefield Command and Control Center (ABCCC) migration. Operating Location-EG, 318th Information Operations Group, will inactivate and lose two military authorizations. The Air Armament Center will convert 19 military authorizations to civilian to free up military for higher priority requirements, will increase 12 military and seven civilian authorizations for workload increases, and five additional civilian authorizations due to Foreign Military Sales workload increases. The 96th Support Group will convert 18 military positions to civilian to free up military for higher priority requirements. Other minor actions will result in a gain of nine military and 12 civilian authorizations. Total impact is an increase of 33 military and 61 civilian authorizations.

MacDill AFB – Various units within the 6th Air Mobility Wing will lose 61 military and one civilian position due to the removal of the Airborne Warning and Control System (AWACS) mission. The 6th Supply Squadron will lose three military positions due to workload adjustments. The 6th Communications Squadron will gain one military position for the Command & Control Information Processing System conversion to Global Decision Support System II. The 9th Supply Squadron, Operating Location-A, will gain two military positions due to a Fuels Mobility Support Equipment organizational realignment. Total impact is a decrease of 61 military and one civilian authorization.

Tyndall AFB – The 325th Fighter Wing gains 181 military authorizations due to the stand up of the F-22 Replacement Training Unit, 93 military authorizations for an increase in aircraft maintenance workload and one military authorization to stand up a First Term Airman Center. Other minor actions result in an increase of one military authorization. Total impact is an increase of 276 military authorizations.

GEORGIA
Robins AFB – The 93rd Air Control Wing will gain 32 military positions for Joint Surveillance Target Attack Radar System (JSTARS) as a result of Airborne Battlefield Command & Control Center (ABCCC) migration. The 19th Operations Support Squadron will lose two military positions for the Command & Control Information Processing System conversion to Global Decision Support System II. The 653rd Contract Support Squadron increased 12 military authorizations due to workload realignments. 78th Transportation Squadron increased 70 military authorizations as a result of workload adjustments. Other minor actions resulted in plus 12 military and minus seven civilian authorizations. Total impact is an increase of 124 military and a decrease of seven civilian authorizations.

GUAM
Andersen AFB – The 36th Security Forces Squadron will gain 13 military authorizations due to a transfer from Elmendorf AFB. The 36th Services Squadron will lose five civilian authorizations due to the library converting to a nonappropriated fund function. The 36th Civil Engineer Squadron will gain five military authorizations for landfill operations. Other minor changes result in an increase of four military and four civilian authorizations. Total impact is an increase of 22 military and a decrease of one civilian authorization.

IDAHO
Mountain Home AFB – The 726th Air Control Squadron will gain 245 military positions due to a command restructure of the air control mission and one military position for Airborne Battlefield Command & Control Center (ABCCC) migration. The 366th Contracting Squadron will gain two military and one civilian position due to workload adjustments. Total impact is an increase of 248 military and one civilian authorization.

ILLINOIS
Scott AFB – The Air Mobility Command (AMC) Air Operations Squadron will gain four military positions due to the Air Mobility Operations Group realignment. The 868th Communications Squadron will gain three military and one civilian position for the Command & Control Information Processing System conversion to Global Decision Support System II. The AMC Financial Services Squadron will gain seven civilian positions for increased Transportation Working Capital Fund (TWCF) accounting capability. The AMC Tanker Airlift Control Center will gain 39 civilian positions for “Mobility 2000” in-flight manager dispatch. Total impact is an increase of seven military and 47 civilian authorizations.

IOWA
Sioux Gateway Airport — As previously announced, beginning in late FY03, the 185th Fighter Wing (ANG) will convert from 15 F-16C/D aircraft to 8 KC-135E aircraft resulting in an increase of three military and a decrease of 29 drill authorizations.

MARYLAND
Andrews AFB – The 99th Airlift Squadron will lose two C-20 aircraft and 20 military positions as a result of a transfer to United States Air Forces Europe. The 89th Communications Squadron will lose one military position for the Command & Control Information Processing System conversion to Global Decision Support System II. Total impact is a decrease of 21 military authorizations.

Fort Meade — Detachment 1, HQ Air Intelligence Agency (AIA) will gain seven military and one civilian authorization as part of establishing separate Air Force Cryptological Office. The 694th Intelligence Group will lose 122 military authorizations due to directed reductions in support of the National Security Agency (NSA) and other higher mission requirements. The 70th Intelligence Wing will gain 15 military and one civilian authorization to finalize establishment of the organization. Total impact is a decrease of 100 military and an increase of two civilian authorizations.

NEBRASKA
Offutt AFB -The 97th Intelligence Squadron (IS) will gain 38 military authorizations due to growth in Rivet Joint. The 97th IS will also gain six military positions for Total Force management. The 55th Wing will gain one TC-135 for RC-135 training resulting in an increase of 32 military positions. Other minor actions result in an increase of five military authorizations. Total impact is an increase of 81 military.

NEVADA
Nellis AFB -The 422nd Test Squadron will gain four F-22 test aircraft resulting in an increase of 84 military positions. The 57th Wing will gain 86 military authorizations for aircraft maintenance. The 99th Contracting Squadron will lose eight military and one civilian position due to workload adjustments. Detachment 5, 607th Information Operations Group (IOG) will gain nine military positions due to workload changes. Other minor actions result in an increase of two military positions. Total impact is an increase of 173 military and a decrease of one civilian authorization.

NEW JERSEY
McGuire AFB – The 621st Air Mobility Operations Group will gain 74 military positions due to the Air Mobility Operations Group consolidation of Command & Control. The 305th Supply Squadron will lose 13 military positions due to workload adjustments. The 305th Communications Squadron will lose two military positions for the Command & Control Information Processing System conversion to Global Decision Support System II. The 65th Contracting Squadron, Operating Location-A, will transfer four military positions to Lajes due to workload adjustments. Total impact is an increase of 55 military authorizations.

NEW MEXICO
Kirtland AFB – Detachment 12, Space and Missile Systems Center will lose one military authorization due to a reduction in test and evaluation activities. 377th Air Base Wing will reduce 51 military and will gain 7 civilian authorizations due to realignments and workload adjustments. Other minor actions result in minus five military and plus 14 civilian authorizations. Total impact is a decrease of 57 military and an increase of 21 civilian authorizations.

Cannon AFB – The 522nd Fighter Squadron will upgrade its 18 F-16 Block 30 aircraft to 18 F-16 Block 50 aircraft resulting in a decrease of 16 military authorizations.

NORTH DAKOTA
Hector IAP — Beginning in late FY03, the 119th Fighter Wing (ANG) will replace its 15 F-16A/B aircraft with 15 F-16C/D aircraft resulting in a decrease of five military positions.

PENNSYLVANIA
Harrisburg IAP — Beginning in late FY03, the 193rd Special Operations Wing (ANG) will replace 3 EC-130E aircraft with 3 EC-130J aircraft with no change in manpower.

SOUTH CAROLINA
Charleston AFB – The 16th Airlift Squadron will receive nine C-17 aircraft. As a result, the 16th Airlift Squadron will gain 100 military positions, the 437th Aircraft Generation Squadron will gain 171 military positions, and the 315th Airlift Wing (AFRC) will gain 12 civilian and 81 drill positions. The 437th Aircraft Generation Squadron will also gain 30 military positions due to the Air Mobility Operations Group realignment of mobility maintenance specialists. The 437th Supply Squadron will lose ten military positions due to workload adjustments. The 437th Communications Squadron will lose two military and one civilian position for the Command & Control Information Processing System conversion to Global Decision Support System II. Total impact is an increase of 289 military, 11 civilian and 81 drill authorizations.

Shaw AFB – One F-16 fighter squadron will be inactivated to plus up two other fighter squadrons resulting in a net decrease of six F-16s and 337 military authorizations. The 20th Contracting Squadron will lose three military positions due to workload adjustments. Total impact is a decrease of 340 military positions.

TEXAS
Dyess AFB – The 7th Mission Support Squadron will gain one military position for the Family Support Center. The 317th Airlift Control Squadron will lose 40 military and one civilian position due to the Air Mobility Operations Group consolidation of Command & Control. The 317th Airlift Group will lose one military position for the Command & Control Information Processing System conversion to Global Decision Support System II. Total impact is a decrease of 40 military and one civilian authorization.

UTAH
Hill AFB – The 729th Air Control Squadron will gain 50 military positions due to a command restructure of the air control mission and one military position for Airborne Battlefield Command and Control Center migration. Ogden Air Logistics Center increases 11 civilian authorizations as a result of Working Capital Fund workload increases and reduces 48 civilian authorizations in relations to decreases in the Foreign Military Sales program. Other minor actions result in reduction of four military positions and an increase of one civilian position. Total impact is an increase of 47 military and a decrease of 38 civilian authorizations.

VIRGINIA
Langley AFB – HQ Air Combat Command (ACC) will gain 21 military positions in a transfer from the 497th Intelligence Group and Air Intelligence Agency (AIA). The 480th Intelligence Group will gain 23 military positions to support the Distributed Common Ground System (DCGS) transfer. The 74th Air Control Squadron will inactivate and 125 military positions will be transferred due to a command restructure of the air control mission. The 1st Contracting Squadron will lose one military position and gain six civilian positions due to workload adjustments. Other minor actions result in plus four military and plus one civilian authorization. Total impact is a decrease of 78 military and an increase of seven civilian authorizations.

WASHINGTON
Fairchild AFB – Beginning in late FY03, the 141st Air Refueling Wing (ANG) will replace its 12 KC-135E aircraft with 8 KC-135R resulting in a decrease of nine civilian positions.

McChord AFB – The 62nd Airlift Wing will receive two C-17 aircraft. As a result, they will gain 56 military positions. The 62nd Aircraft Generation Squadron will also gain 30 military positions due to the Air Mobility Operations Group realignment of mobility maintenance specialists. Total impact is an increase of 86 military.
